Is 2 Brand New Parts Hacking?

Is it possible to equip 2 brand-new parts at once somehow? I only play this game casually and don't play survivor often, but I couldn't equip 2 BNP myself when I tried. I know for sure this guy was hacking in general, but IDK if the 2 brand-new parts count as another thing.

Also, I have a recording of the Dwight speed hacking, does anyone know if that could be sent somewhere? I don't 100% trust that a normal in-game report will go anywhere.

(edit: All 4 names including Dwight censored)

    You need to censor gametag to avoid breaking forum rules.

    You can only equip one instance of any specific add on. So, two BNPs is not possible.

    It could definitely be a cheat, but I can't rule out a visual bug. It's dbd after all.

    Very likely a cheat especially if you also caught them speed hacking.

    But could be some kind of glitch or visual bug.
