Simple and temporary fix to Skull Merchant's lack of chase power

Make it so that either SM gains a Haste effect (similar to Clown's yellow bottle) while within the drone's active proximity, or make it so that Survivors are Hindered (movement speed reduction) when within a drone's active proximity. But make it so that when a Survivor becomes exposed from the drone, this effect no longer applies.

There, this is a simple and straightforward way of actually giving her some sort of chase power. And before you say, "But that's lazy way of fixing her!", which is why I'm saying it should be temporary until the devs can come up with a better alternative.

    Some of her add-ons can speed her up or slow survivors down in her drone proximity so…lucky you, you can go player test this out and see how much it helps your chase game.
