Cut Loose is nearly a good perk, it just needs a couple of changes
I've been trying out the new survivor perks, and Cut Loose is one I really like. However, it has a couple of flaws that hold it back from being a really good perk.
1) The Chase requirement
I encountered a lot of situations where I'd be able to make great use of the perk to evade the killer, except I was just out of range from being in a chase. This doesn't feel great, and really limits the chances of being able to evade the killer, as they have to be rather close. It essentially adds a 12m range limit to the perk.
I think removing the chase requirement would open up the opportunity to make more plays with the perk. This is currently what holds the perk back the most.
2) The activation time
A less major issue, but the timing to chain a vault seems to be a little tight at times. Maybe consider increasing the activation time by 1-2 seconds.
3) It should suppress rushed locker entry/exits
This isn't an issue that holds the perk back, per se, but I think it'd be cool if it worked on Lockers too. It'd add Synergy with Head On, and give the perk another fun use.

I wonder if 1) and 3) exist to not overshadow Quick & Quiet.

I don't know, but it has a far heftier cooldown than QaQ anyway, and doesn't suppress the first vault. The chase requirement really doesn't make sense, it's like when Lithe had one. I don't think it'd overshadow the perk since they have distinct uses.
