Dark theory Rework
So it’s clear Boon totems are a failed concept. The last boon we got was Dark theory. That was March 2022 it’s been a year since we got another boon. This perk shows why the concept failed.
Having 2% haste is weak af but if made to high it can be very overpowered. It’s simply a badly designed perk. So bad you can’t buff it with number changes. It needs a complete rework. Here’s what I would do to rework it. NOTE this idea is taken from MintSkulls video of perk buffs but I’ve come up with something else.
Dark theory rework
Any survivors within the boon totems 24 meter radius gain the oblivious status effect. The auras of the killer and other survivors are revealed to you when in the boon radius. This effect lingers for 2/3/4 seconds when leaving the boon totems range.
I gave it this effect cause the description of the perk didn’t match the theme. It talked about the paranormal and other realms and it gave a 2% haste? I reworked it to give you the feeling your in another realm by seeing where everyone is but having oblivious.
that’s how I would rework Dark theory.

It counters all terror radius perks and killers. You won’t scream from Doctor and your killer instinct won’t pop up with legion. And perks like Infectious fright, starstruck and other TR perks won’t work if you have oblivious. Its also there for a high risk you won’t hear the radius but you see where the killer is at all times as long as your in the range.

what's the point? Wiretap already exists and it shows killer aura around generator. with repressed alliance, its guaranteed amount of aura for looping. this version of the perk is easier to destroy and it has less potencial then haste perk. The perk having drawback is not ideal either, see No mither for example. This is only reliable haste perk to use currently for survivor during 5 generator sequence. blood pact and teamwork perk are awful perks for their haste. Hope works only end game. The reason why this perk is not used is because its limited 24 meter radius, not because haste is not good. its too situational just like other 2 boon perks(shadow step and exponential).

Also, 2% is just not enough to make any difference. 2% in small radius is... A joke

Fun fact, Doctor's Static Blast is the only terror radius based scream mechanic that still affects Oblivious survivors. Anyway...
While I would love your idea to be a completely new perk, I don't think it quite fits a boon; I'd want that to be something that I can trigger when I need it like against a killer with Starstruck.
I don't think Dark Theory needs all too much to become a decent, useable, fun perk. Increasing the haste buff to 3% or 4% wouldn't make it too strong - we have many perks that increase your movement speed by 5-7% that are nowhere near meta. However, even with the haste buff increase, I also think it needs a secondary effect, similarly to how Shadow Step has two effects, and I'd like to see a boon that makes grunts of pain quieter by 75% for both injured and dying survivors. With these two effects together it has at least some kind of synergy with every other boon as well as other perks and has decent utility in its own right. And I'd say it fits the "theme" of the perk by messing with peoples' perceptions of sound and speed.
I think those two effects together would put this perk in a good spot even if it will never be meta.

If they remove Boon's (and Drone's) ability to affect multiple floors at once then they can buff the haste bonus 🤷♂️
