More Perks should require altruistic behavior

Seeing that Dead Hard now only activates after a safe unhook and CoH now has no self care but only a buff for healing others makes me think that Altruism should be the number one factor to activate perks that give you an advantage. Even when a solo player only wants his perk activated, it does help another player
