Can killers avoid flashlight saves on reaction?

Not a 'tips on how to counter flashlight' thread, I'm just unclear on if any mouse input from the killer is able to avoid a save assuming the survivor's timing and placement is fully correct?

    Nope, if survivor timed it correctly with the animation then you can’t avoid it
