Shroud of Union offering often not working

The past couple of days I have been using the "Shroud of Union" survivor offering in basically all games (live server, not PTB) and like half the times, it doesn't work at all. I've even had Bond equipped to be sure but no survivors spawned near me.
(Shroud of Union is the yellow offering that makes you start the trial with one teammate spawning near you)
