In recent past, I have been sent to two matches where my ping was a constant red bar. This is not a problem with my internet as it was normal elsewhere and fine in all other matches of the day, the only reason I can think of for this connection problem is that I was sent to a lobby I should not have been.

This has happened in the past when there was no region lock for the dedicated servers, I would be sent to 120 ping lobbies if America or 300 if Asia. If I am not mistaken, region lock should be active as of now so I am not sure how this could have happened but I find no other explanation.

The current personal ping indicator, as I understand it, only appears during the match at which point you can do nothing about it other than proceed with the unpleasant high-ping experience or take the disconnection penalty.

I ask that the old lobby ping indicator be returned so that we may avoid lobbies with suboptimal or intolerable connections, or even avoid it if our own connection is poor before we begin the match.

Also, may I ask why it was removed in the first place?
