Regression Perks should be universally buffed but killers should be limited.

In my opinion, I feel like changes could be made to the strength and implementation of killer gen regression perks to better cement a varied meta. Recent changes to killer regression such as the massive nerfs given to Overcharge and COB, as well as slightly further back changes such as the dismantling of ruin and PGTW do little to improve the variety of perks used, instead switching one meta out for another. With this most recent batch of changes, the perks that killers can rely on to decelerate the progression of generators is less reliable than it has been for a long time. On the other hand, because of the strength provided by combos such as Overcharge/COB, and singular perks such as pain res and eruption (pre-nerf), oftentimes survivors find it incredibly difficult to finish gens that are close together or against killers which are able to easily spread pressure. My solution is to establish a new "classification" of perks specifically for regression perks, and limit the amount of gen perks to 1.

With the current patch, the variety is more limited than ever with perks like COB and Overcharge becoming almost useless.I feel that by buff/reworking most gen perks to being somewhere near equal, I feel like a good starting point could be established for future changes to base gameplay and additional killer and perk releases.

Perks I consider regression:

Hex: Huntresses Lullaby: Rework, needs to be weaker against new players and stronger against experienced ones. I like the idea of overcharge style skill checks every 15-25 seconds. Keep them on their toes make these apply a gen speed debuff instead of regression and loud noise

Hex: Ruin: Revert to 200%, add some sort of limitation on how early in the game it can be cleansed, and keep removal on the death of the first person.

Overcharge: Failing the skill check shocks you and adds doctor-like skill check effects until you touch a different generator (idk, I ran out of ideas)

Pop Goes the Weasel: Revert to 25% of the total and 60-second duration

Jolt (Surge): Increase the range by 12-16m, slightly increase regression (10%?)

Corrupt Intervention: Increase the duration by 1-2 minutes, have downs remove a certain chunk (30s, 45?)

Oppression: Lower cooldown to 30s, apply slight gen regression to non occupied gens

Eruption: Add a slight gen speed debuff for 10-20 seconds if survivor is hit

Deadlock: Increase time to 45s, maybe have the fourth proc block all gens for 45s

Scourge Hook: Pain Resonance: Return scream pop ups, gain four tokens when you reach zero tokens

Grim Embrace: Block all gens for one minute, reveal the aura of all survivors, slight move speed buff, allow perk to trigger twice.

Call of Brine: Revert to 200% gen regression, Make all skill checks reveal gen pop up. The information gen perk
