I understand the pants are a part of a linked set from the mobile game, but that's not a good excuse to have a rare quality duplicate of the default pants collecting dust in the catalog.

I dont think they'll change them unless they update Billy's model, which sucks. I hope they bring these skins to the shop but I doubt it.
