Couldn't hook survivors

I just played Billy on the Saloon map, while using Hubris, Spirit Fury, Enduring, and Pain Resonance.
Near the end of the game (1 gen left to do and also when all gens were done) I couldn't hook the survivors on 2 of my scourge hooks. Only a non-scourge hook let me hook survivors (i.e. only there was the prompt to hook).
One of the hooks was sabotaged beforehand, presumably by a brown toolbox.
Also, I tripled checked if someone was standing behind me, but there was no one.
Platform is Steam, on Windows 10.
