It's been a while since the Doctor got changes.....
Doctor Change Concept for Dead by Daylight
The last Doctor rework is now over three years ago. Since then the Doctor haven't being really touched and after all the long time i think he needs some slight changes.
Why he need some changes? Very simple, according to the latest Statistics from BHVR (October 2022), tthe Doctor is underperforming in case of Kill Rates. In Top 5% MMR the Doctor is below the avg. Kill Rate and is 1 of the 10 weakest Killers. It's even worse when we take a look at the general MMR. He's heavily underperforming and counts to one of the 4 weakest Killers according to Kill Rates.
The low Kill rate plus that Doc has been touched since a couple of years are reason enough to consider some changes to him. After playing the Doc for thousands of hours, i personally think he's not in a too bad spot. But some changes would fit him well.
[Shock Therapy]
- Increase the range of the default Shock Therapy to 12 meters (nerf Mouldy Electrode, Shiny Electrode and High Stimulus Electrode to compensate the Buff)
- The reason behind this is that the defalut shock (especially without Discipline Add-On) doesn't feel satisfying at all. You have to be really close to the survivors to get a successful shock. The 1 second Detonation delay doesn't make it any better. When you are in the range to get a Shock, you're almost in range to do a lunge attack.
[Static Blast]
- The Static Blast is a big Shockwave. Why does the normal Shock Therapy more impact than the Blast? After a successful blast, Survivors are unable to do any interactions for 2.5 Seconds like the Shock Therapy.
[Madness]
Make Madness more meaningful. Give the Survivors the feeling to be under pressure in Madness 2 and 3. I know my Idea would probably take time to do but hear me out.
- Make the Doctor Illusions walking towards the Survivors. Doing swing animations or shock animations. If they are getting in contact with them. They increase in Madness by 25%.
- Illusionary Pallets don't really feel good atm. When a Survivor is walking through a Illusionary Pallet, let them increase in madness by 25%.
[Add-ons]
- Interview Tape
- Changes Static Blast into Static Field.
- When activated, Static Field increases the Survivors’ Madness gradually while within The Doctor’s Terror Radius.
- Static Field has an active duration of 30 seconds, and a cooldown of 30 seconds

I doubt adding more range would entice the Community about Doctor, I would remove the Reduction the Detonation delay of Shock Therapy by -0.3 seconds from the discipline addons and give it to Docs base kit. That would improve Doctor easily overall and stop dependence on addons that make their power function better.
To me its a problem of addon necessity, Trickster, Deathslinger and Doctor all have the issue that they are much better to play with Throw State Movement speed, Reload Time Reduction and Reduction of the Detonation delay. Those addons are too good and they should be removed and some part of the power I mentioned should be added to these Killer's base kits so they can compete with Wesker.

I always find default shock awkward to use, and a better range would be a great help, making the timings easier. But if not increasing the range, maybe decreasing the delay to make it feel better?
blast removing interactions makes a lot of sense.
making madness's effects more active rather than something to ignore gives more for both sides to think about.
Interview tape becomes a much more interesting add-on to use. the 30-second on/off thing seems a bit unintuitive, maybe disable it mid-chase instead? But that seems a bit abusable if the killer just stands in the middle of a 3-gen and afks. I guess the main issue would then be how quickly it grows madness, since doc's terror radius can be pretty big. idk the numbers of the old static field off the top of my head, but I presume it'd be the same as that?
