Can Stranger Things perks appear in Shrine?

Even thought the DLC isn't available anymore, will the perks still appear in the shrine or have they been lost to the fog?

    the perks have been made into base game perks so there isn't much reason for them to appear in the shrine as you can get them in bloodwebs already
