In case I don't understand how Doctor's Static Blast interacts with the Oblivious condition, here is a second clip:
I was running Hysteria in this game--injured the Ace at the beginning of the clip, yet the Survivor here was not made Oblivious.
P.S. This streamer is super chill and I highly recommend anyone seeing this checks him out!

Doctor’s Static Blast is the one exception to the “Oblivious survivors aren’t in the terror radius” rule. It uses the terror radius for its range, but you don’t actually have to be in the terror radius to receive the shock. It’s intentional.
As for the second clip, it isn’t supposed to affect Chris when you injured Ace. The effect is applied only to injured survivors (including the one you just injured). It doesn’t affect healthy survivors. So in that specific clip, it would’ve only affected Ace.
Also, it’s only when they actually go into the injured state. If you instadown with Billy, Hysteria does nothing.

Somehow I never knew that Hysteria only effected injured Survivors.
Not quite as strong a perk as I believed it to be. Damn shame.
