Now that billy got a buff, let's talk final changes
Attached is a collaboration between the Billy community members to form a cohesive and objective outline of Billy's current state as well as what he needs to finally be back in his prime. Despite the overheat change he is still a mid tier killer thats only viable against good players with 2 add-ons and has only 2 other add-ons that offer an effect worth while. Has anyone considered that BHVR might be totally against the idea of curving becoming more powerful?
The map changes were done on purpose. We used to have so many tiles that were just a bunch of 90 degree angles, and now we have lots of debris loops, and other tiles that were purposely designed so that killers can't easily slide or curve around them.

You except the devs to intentionally make loops shittier because of curving?
I wonder what your thoughts are on Haddonfield having more than just one house of pain.

I think it was completely intentional that map updates are making it harder and harder for Blight to slide around loops and tiles, and that back when Blight was getting nerf after nerf, they were all related to him being able to curve around objects.
And it seems similarly intentional that BHVR is intentionally limiting Billy's curving for a similar reason.

Expert Blight players need no curves as they can just "pinball" around you.

Billy is not in too bad of a spot strength-wise. What he needs is mostly QoL improvements.
You mentioned correctly that his base speed is too slow to hit survivors with a curve in most loops and that is 100% correct. No matter how good the Billy player is, the survivor can react to Billy's curving, which effectively leaves them with no right play other than hoping the survivor will screw up. He needs some of the speed the Engravings grant him added to his base kit with a small nerf to the Engravings to compensate for that.
His FOV is atrocious. Playing him without Shadowborn not only makes it much harder to go for curves, since you cannot see the object next to you, but the chainsaw also takes up so much of your screen that you'll have a hard time even seeing what's in front of you. All of Billy's cooldowns take the same time (3 seconds). That doesn't feel right and it's awful when you stop your chainsaw to avoid bumping into an object but you can't do anything for 3 seconds anyway.
Lastly, most of his addons are pretty mediocre. He has 2 really good ones, a few that are okish and a lot of useless junk. What am I supposed to do with Big Buckle, Black Greese, No-Name Motor Oil, Leafy Mash, Pig House Gloves, Apex Muffler and Iri Brick? They gimmicky at best and completely useless without dedicated builds around them.

Curves are more efficient. Bumps waste time due to bump animations, and the extra time it takes to get to the bump locations.

I doubt any of these would make it, Billy is absolutely the worst Killer to go against with the right player. Any changes like these you are suggesting would make them insufferable to go against again. I don't want that again.
Billy was not meant to curve its just a pleasant benefit of the Old parts of This Game, which has stuck around because his Killrate isnt too high normally. Same with Blight, not really a priority to fix what isnt broken. Yes, a Hard and Old Killer is going to be bad to control, but its unfixable with just buffs.
This is why bHVR should redesign the entire Killer with what the want the Killer to do curving included and make it actually fun for new players to learn and engage with instead of keeping the insufferable clunky killer controls.
