A Brand New Part change that might suit everybody
Firstly, I play survivor almost exclusively, so I am not exactly dying for a change to this, but I can see from lots of discussions that killers don't like it being used so much after the update. I myself use it a lot, because I concentrate a lot on gen work.
So what about this idea for a balanced tweak:
*If you miss either of the skill checks, the killer is alerted and the generator being worked on is locked for 90 seconds.*
This makes using the add-on a bit more stressful for the survivor without taking away any benefit of using it correctly. It will also stop the gen being rushed if a mistake is made, and give the killer a headsup that a Brand New Part has been used, and where.
I know some survivors might say "No!" and I know some killers might say "Remove it altogether!", but this is my idea for a compromise.

That would only affect casuals and not do anything for actual gen rushers. So no they need to decrease the proggress make it add 10% on it's own and extra 5% if you hit both skill checks.

For casuals you might expect to see a lot of missed skill checks, meaning more locked generators for all survivors early in the game, casual or not, opening the door for killers to move on other gens. In terms of larger impact, if casuals are often missing the skill checks, they might stop playing the add-on entirely, meaning less BNPs in games overall.
For less casual survivors there is still the added pressure of missing skill checks that might affect them. I miss skill checks and play more than casual.
As I said, survivors will want no change, killers will want more change!

Locked for 90 seconds?! That's absurdly long for missing a skill check. Maybe 20 seconds but I still don't think that making them more punishing is the answer because really good survivors can just hit both of them and it's not really a nerf for them. Just makes the addon unusable for lower MMR players.

BNPs aren't really an issue at low MMR because bad survivors can't effectively capitalise on the time saved. High MMR survivors, who are unaffected by this nerf, are the issue when it comes the BNP.
