Console crossplay progression *only with* rebuy of expansions

In agile-ticket form:

* As a player who has purchased the same expansion/licensed content on both Steam and (PS5/Xbox/etc), I would like the add-ons and perks I've unlocked on one to transfer to the other.

* As a BHVR business strategist (to be clear: I'm not actually) I would like to increase cross-platform revenue without violating platform agreements for expansion purchases.

* As a player who has invested a lot for time in one platform and would like to move to another, I would like a way to pay money and not have to spend hundreds of hours(+) just to accomplish this.


The TLDR solution is to merge unlocked perks regardless of platform, and only enable them when the individual platform SKU is purchased for the corresponding expansion. Thus you only have to unlock a perk once, so long as you actually buy the same expansion on all supported platforms.

Destiny 2 does this, for example, even more loosely with unlocked exotic weaponry (e.g., purchase an expansion on one store, and the expansion itself, like maps and quests, is still gated to the platform, though playing the re-purchased expansion on another platform carries over any unlocked items to the second platform).

Wins:

* $$$, both for publisher, platform, and licensors.

* Reduced attrition; console players tired of console limitations/uncompetitiveness no longer faced with feeling of "either waste massive amounts of time doing it all over or quit."
