Remove killer add-ons that extend Mending time
Mending is not fun, it's people's biggest problem with Legion, and I think it's unhealthy game design to include features that force survivors to do even more of it. It should be standardized across the entire game. Add-ons that make it last one or two seconds longer are just annoying and obnoxious, I doubt they actually have that much of a meaningful impact on the match.
As far as I know, the only killers who have these add-ons are Legion and Deathslinger. Deathslinger needs better add-ons anyway, and Legion has enough good ones that losing those few won't hurt them.

Why is mending particularly a problem and healing modifiers and gen regression isn't? Personally i find all of them boring, but it's core to the game balance unfortunately.

I have another reason: I think these add-ons also suck and it would be better to replace them with add-ons that do things that are more enjoyable for killer players to use. If you have a reason for why a "mending takes 2 seconds longer" add-on is fun and satisfying for you to use, I will gladly hear it.
"It's not fun" motivates the vast majority of all feedback on this forum.

What would it do for killer's though? It's atleast something killer's have to stop survivors longer from gens. That's just the whole reason why mending increase exists.

Mending is something that's supposed to waste your time. I can say just don't get into the situation where you need to, but I doubt I need to explain why saying that is dumb.
Pretty much everything that takes a while is like that so that you're forced to stay in one spot to accomplish something while risking the possibility of the killer finding you, and mending is no different.

what's wrong with add-on that increase incapacitated time? did you not like eruption? Is mending time the new target? I believe mending is 12 seconds. The add-on that increases it by 2 second is 14 seconds. Original eruption was 16 seconds. mending add-on is only -2 less seconds then original eruption.
