Wesker's power doesnt trigger NOED.

-When Wesker grabs you while you're injured with his tentacle, it doesnt show the NOED prompt.
I thought every special attack showed you the NOED hex prompt even when it's not an instant-down hit.

That’s only a thing for Devour. NOED is supposed to stay hidden until a successful basic attack.
