This addition isn't meant to make the perk overall weaker for survivors, but more for the killer to have some sort of info about the existence of the perk. 3% of haste is something most people won't recognize by sight and repeatedly missing a hit by an inch can lead to frustration about the hitbox, latency, or worse, cheating. It also, in my opinion, gives it a bit more flavor. A survivor "made" for chase doesn't need to rely on stealth and instead uses their skills to outperform the killer in chase.
