Why is the lobby screen different for each account?

I have 2 accounts. Both are the same steam client.

One account displayed perks with patch 6.7.2 on May 18, 2023. The other account had no display. Today I updated to patch 7.0.0 and still no perks are displayed.

Why is there a difference between accounts? Is this a bug? Or is there some reason why the display is different for each account?

When will it be displayed on all accounts?

    There is no mention of this change in the 6.7.2 patch notes that seems to be the case, does anyone have any information on this?
