Only after recent update (7.0.0) Was launching fine 24hrs ago. Seems to hang on start up with hour glass/circle spinning. No console messages displayed after hitting space to continue at first in game splash screen. Other Steam games work.
Different steam account on different computer but same internet connection can play game without error.

FIXED/SOLVED
Cause: Sandbox feature in network security software was causing conflicts with Easy Anti-Cheat (EAC); my guess is EAC hooks into the game or general memory. Disabling sandbox and re-installing EAC resolved issue.
