Forced Hesitation cooldown

Does Forced Hesitation enter in cooldown all the time or just if it applies the hindered effect to any survivor?

Also, if it works by the first method, what if you buffed it to make it like the later. It would give more value to the perk as a bit of info

    Pretty sure it just enters cooldown regardless if any survivor is hit by the effect. Ran it with infectious fright fit the singularity achievement to hit hindered survivors and most of the time no one is within 16m.
