Did Surge/Jolt get a shadow buff?

After the new anniversary chapter came out, I played a few games and in those games, acouple of the killers were using Surge/Jolt. Whenever it would activate while I was on a gen, I would scream. I'm not sure if the perk got a buff that wasn't mentioned, or if this is a bug. Last thing to mention, I know for a fact it wasn't Eruption or Infectious because when looking at the killer's perks, they didn't have either. Help me figure out what's going on!

It has been shadow buffed to make you scream yes. Unsure if it's a bug or intended and been left out of the patch notes. There's been some bug reports in the bug section so we'll have to see if it gets acknowledged.
