How to solve EAC error 3?

Tried reinstall the game, the EAC, and steam but none of them worked

It's quite possible your firewall is being a jerk like mine was. Check if EAC is on the allowed list, then if it isn't, you know what to do.

I disabled windows firewall but it does not work D:
