Cannot hold tapes with flashbangs

It came to my attention during some survivor games that you can no longer carry Flashbangs with Onryo's VHS Tapes.
In previous updates this was always something that you were able to do as the VHS tapes are very much a passive item that cannot be visibly seen in the survivors hand. Now that we have this rework to the item rules you'd think it would remain the same, however this is not the case. Despite flashbangs and the VHS tape being in different categories (temporary and special items respectively), they are unable to be held together.
Surely this must be bugged? Killer specific items should take priority and be used first, followed by a temporary item, and finally a survivors item, correct?
