Run stuttering or not at all

Played 2 days ago before the update running worked fine, since the update my character won't run or stutters enough that I'm slower then if I was just walking.
Fresh install off epic games as I was dealing with crashes due to corrupt files all day yesterday. I use a controller due to a disability, but buttons work fine on everyother game and I even remapped them to see if it fixed. Low graphics on a acer nitro 5 with ryzen 5.
Makes game unplayable as the killer just walks up to me and I can't do anything about it
