banned timer not going down?

okay, let me start this off with saying i lagged out of the game with a 30 min banned timer but then i take a break by putting my ps4 in rest mode (rest mode is a thing that keeps everything running) i get back on a hour later and the banned timer has not gone down not even one mins can someone please tell me how this even works?
