Clown BP readjustment?

To me if feels like the clowns deviousness BP gain is really low. He gets a bit extra from direct hits and keeping survivors in the gas for a while, but given that his bottles are much more useful to cut off paths as opposed to directly intoxicating survivors, I usually find myself ending games with less than half of my deviousness bar filled, even with extensive use of his power.
