possible hook bug on eyrie of crows

just played a game on eyrie of crows where the killer (the spirit using the AoT skin if that matters) appeared to be unable to hook anyone and just gave up and resorted to slugging for the rest of the match. it really did seem like she was attempting to hook people at first as well, as there were a few wiggle offs. here's a screenshot that showed the characters played and the perks used. I was playing on steam as well.
