how do i expose survivors with the invitation?

the mechanic seems a little inconsistent, im trying to complete this challenge but i cant seem to expose any survivors? its almost random and i dont know how to trigger it :'0

    You need to gain bl 1 and then it'll bring up the prompt for the expose
