Just seems like after acknowledging the swf concerns, recent changes and proposed future changes only further the group's strength.
Helping the weakest of players with safety nets sounds good and would be if limited to that focus, but I just see organized teams using these "solo" buffs to create some of the saltiest of scenarios.
What are the parameters being used to determine if something is actually abusable at the top but forgivable for the majority?

It's not malicious if that's what you are thinking.
The devs simply don't think things through, so they don't accurately measure what is completely broken in a SWF while simply beneficial in SoloQ.
