LATENCY AS KILLER ON XBOX ONE

I have consistently had latency so high when playing killer that it is impossible to participate in matches. I have checked my latency through the Xbox One settings and it is consistently below 70ms. This is not an issue when I play survivor. I have reset my Xbox, my router, tried playing with and without an Ethernet cable, and adjusted my consoles settings to optimize it for best multiplayer performance, but nothing has changed. This has been a problem for nearly a week.
