Hook placement on indoor maps is still inconsistent

Sometimes it is impossible to hook someone downed in a corner (esp. on maps like Gideon and Midwich, but happens on other indoor maps too) even with all hooks not sabo'd because the game thinks that the hook on the floor above is close to you with no stairs nearby.
