is this build good for sadako/onyro?
since shes an M1 killer, i thought STBFL would be good, so would brutal strength. and merciless storm for gen pressure, are there better perks i could run?

Monitor and abuse isn't all that useful on Sadako, I would try something like corrupt intervention as it takes her a bit of time to get a first down.
Deadlock is a decent choice as well.
If you wanted to go for a full chase build you could try Spirit Fury and Enduring and removing merciless.
Otherwise your build seems fine for Sadako.

Wait... spirit fury doesn't really work without enduring...
It will work, but if you're going for a synergy build with STBFL as an all around perk, put merciless instead of spirit fury.
If you are going for a full chase build, replace deadlock with enduring.
So either
STBFL, Merciless, Deadlock, and Corrupt Intervention
Or
STBFL, Spirit Fury, Enduring, and Corrupt Intervention

if against good survivors, merciless would kinda be useless wouldn't it? im a great survivor, and the skill checks for it arent that hard to do. is there a different gen perk i could replace it with?

You could try Pop as a less-passive slowdown.
