Option to revert perks back to their previous tier?

Some you may actually want them to be less so that you get a more accurate result, such as the case with perks like Whispers or Small Game, as I found that I can find them more easier

This can also be the case for plaything and pentimento since usually with that combo you WANT them to cleanse it so you can put 5 (or 4) of pentimento totems sooner
