Broken should Negate Endurance (Except Against Plague)

There should be no reason that it shouldn't. Broken prevents you from obtaining your healthy state and so, by default, you should only ever have one health state.
Except against Plague, because that'd be dumb.

Broken only prevents you from healing to healthy. Endurance puts you into Deep Wounds.
There's no reason for broken to prevent endurance.
