What happened with the face camping penalty ???

In the 7th anniversary broadcast, we were told that when facing killers that face camp, one could unhook oneself even on the second hook. Well, that didn't happen during the anniversary event, nor has it happened during this chapter reales, so what is going on?

    They said in the Anniversary stream that it would be added 'sometime later this year', which is subject to change.

    Considering these types of changes are usually added during mid-chapters, if I had to guess, we might see it during the October mid-chapter.
