Is there a problem with the cat perk ?

Hi everyone, I'm French, so sorry for my bad English. I use "Thrill / Shiver" perk everytime. I don't know if it is named like this, in French we call it "Frisson" (that one perk with the cat) and it doesn't work anymore, whatever if it's a sneaky killer or not. Is there a matter with that one perk ?
