After the recent update my spine chill only blinks like twice the whole match, and the killer is chasing me and it wouldn't be lit.

The Killer needs a clear line of sight on you for the perk to activate.

    Spine chill had the terror radius addition removed so it’s reverted back to how it used to be, is that what you’re referring to?
