Killers shouldn't be able to use their abilities to gain Devoured Hope distance for stacks.
Nurse's shouldn't be able to blink away, Blight's shouldn't be able to rush away, Billy shouldn't be able to chainsaw sprint away, Wesker shouldn't be able to bound away from a hook, and those are just a few. Not only is that an unfair advantage some killers have over other killers when using Devoured Hope, it isn't fair they can go back to the unhook and just hook swap or tunnel for more stacks. If a survivor is near by the hook I should be able to unhook without fear of gaining a stack on Devoured when they do that.

do you know you can't insta down people blinking with perks anymore since blink attacks are considered special attacks now? same with blights rush attacks too if they even have that perk they wont even need to use m1 a lot as their secondary power grants more advantage anyway its not likely to see devour hope, noed from those killers that know what they doing with their power

no, his issue is getting away from hook so it's near impossible to unhook before killer leaves area and get devour stack.

You're out of your mind.
Nurse would never be able to make use of the perk or any perk that requires making substantial distance from the hook. She literally moves slower than survivors when not using blinks.
Some killers being able to use their power to get AWAY from hooks is a good thing. Removing that is just going to make perks that incentivize not proxying around the hook less of a value proposition. Trying to couch this in the claim that they have an unfair advantage over killers who don't have mobility based M2s is dumb. Killers don't go against other killers so this makes no sense to try and balance as if they do, but even if they did there is no legitimate reason to suggest this change.
If you want to have safer unhooks you should practice a bit of patience and let killers actually go far enough away that they can make up it back in a single use of their full power. You have plenty of time on the both hook states to do that, but your best solution is to learn how to spot Devour Hope is actually in play and just go break it.

Most funny thing about this post is that mentioned killers wouldn't use devour hope in first place.
It just doesn't work that well for M2 killers.
Spirit, Dredge, Sadako or Wraith would be more valid to mention. M1 killers who can leave hook fast.
But yeah, not an issue anyway.

When you main Clown and I still get a stack by just walking normally out of range.
Pretty sure I still get three stack of Devour from time to time as Clown. The simple answer is to look for Devour or have someone hook dive before the killer get out of range. Even with that, killers are still going to get a stack one way or another. And if you still have a problem with Devour. Maps, anti-totem perk exist.

It's a hex perk? It's sort of the idea for it to be powerful and massively affect survivors should it remain in the game long enough.
Rarely does it actually happen though. More often than not it's cleansed before the killer even a gets a hook. Sometimes it's two stacks at most then it gets cleansed or more commonly to the killer only gets one or two downs with exposed before its cleansed.
If your team is in such disarray that the totem isn't cleansed by the time the game ends, then that's on your team for making bad decisions, not doing totems and easily falling apart

I think Devour Hope is perfect fine ans balance; as it is a powerful perk with decent amount of game changing effects with the high risk that any Survivor in the match can find the hex Totem and completely remove it and render the killer one perk useless. If it get nerf like that, all they are doing is making the perk less worth using, considering they limit the killer rooster to whom can used it more effectively, and only then, the average m1 killers cannot make enough distance especially agaisnt Survivor can simply avoid/dodge this perk by many means.
The killer doesn't get stacks if
*the Survivors unhook immediately, with the killer being with close proximity, and not far enough to earn token.
*Survivor spawn immediately next to Totem, Because of map rng and cleansed it immediately at the start.
*the Survivors are super immersive/good at looping and predrop pallets, that they complete deny him of any hook to earn tokens
*the hook Survivors are running Deliverance and Sloppy meat, or acutely kope the 4% by chances, and gets away with deny the killer any tokens as it needs to be a rescue from a certain distance.
*The Survivor simply let their teammates stay on hook or let them die, so they can avoid giving the killer enough tokens to empower their hex. (Very risky and stupid, but it prevents new token from being claim; especially when they are hit with the exposed effect; their priority is Totem hunting)
You can nerf the killers with faster mobility or simply Buff every weak Killers to be on par with the top killers; but making the perk very killer limited is not the best way to go. Nurse is the only killer that can maybr expectation to this rule, as nurse isn't like any other killer, doesn't do regular looping, pallet breaking, and she has thr capabilities to make any average to mediocre perks be disgusting strong; like for example.. the old Starstruck when she can attack her Survivor with her power and her blink attacks were originally considered basic attack, which make it synergy on the perk description. (Before that was nerf, and now her blink attack are deem special Attacks).

Wait, what? Your suggestion to counter Devour Hope is to incentivise camping?
