PC - Can't progress Viral Video achievement on Steam

Step 1 : Boot the game
Step 2 : Play as killer using The Onryo
Step 3 : In-game, apply condemn on survivors
Step 4 : Check Viral Video achievement on Steam
Step 5: Notice 0% progress has been made
Additional information
- Character played - The Onryo
- Perks played - Game 1 (SH: Floods of Rage, Call of Brine, Merciless Storm) / Games 2 & 3 (Darkness Revealed, Nowhere to Hide, No Way Out, Jolt)
- Map - Autohaven Wreckers
- Frequency of the issue - Every game
I tried restarting the game and restarting the Steam client after each game. Progress did not update.
