Reactive healing not healing to full as 7.1.1 patch notes suggest

The latest patch notes say that Reactive Healing has been buffed:

"Updated the Reactive Healing Perk to round up to 100% healing when there is only a tiny bit of healing missing (example: instead of healing a Survivor to 96.4%, it would complete the healing at 100%)"

Taking this at face value, this means:

1: If Reactive Healing *would have* healed a survivor to 96.4% before the patch, they will now instead heal to 100%

2: 100 - 96.4 = 3.6. Since Reactive Healing heals half of the remaining health bar, that means the survivor would have started with 3.6% * 2 = 7.2% healing missing before Reactive Healing activated and pushed them to 96.4% (and then rounded up to 100%)

3: Therefore, Reactive Healing ostensibly should heal a survivor when they're at least at 92.8% healing already.

However, this doesn't appear to actually be the case. In my testing, Reactive Healing only heals a survivor when the *absolute smallest tick* of healing is left, certainly not as much as 7.2% missing. See the attached video recorded today, August 2nd, on patch 7.1.1.
