Resilience Perk Missing *edit - seems to be random perks

Hi, when I boot the game I can't seem to find resilience. I tried restarting and it appeared, but it only happened once. I can see the perk equipped on one character but cannot search for it or find it in the perks section.
Unless I equipped it already, it seems to have just disappeared for other characters.
*I tried to add unrelenting to Deathslinger and it's gone as well. It seems to be recurring in perks which are automatically unlocked.
2nd edit: so, I thought it was perks that were already available but I can't find Jolt even tho i just done tier 3 in the bloodweb for Dredge. So from now (16:32) I can't find Jolt, Unrelenting or Resilience in the blood web or through search.
