Killer does not start chase until 1st hit

I have consistently had this bug since 7.0 on several killers. It allows survivor to vault forever as chase never starts. Very frustrating.
Happened on plague, twins, billy, deathslinger... Anyone I play. I stopped keeping count. I have no chase music and no bloodlust ever while running through tiles.
