So was Doctor completely forgotten?
So I've played Doctor pretty much since he was added to the game back in 2017, I've dabbled in other killers here and there but Doc Carter has always been a mainstay for me.
I honestly think he's been forgotten at this point. His chase power relies on tight timings to go for hits, tight timings that Made For This completely messes up and removes opportunities to get. This was already really bad for Doctor, but I wrote it off as a perk that would get nerfed within a few months or so.
Now Alien comes along and introduces the perk Ultimate Weapon, which... makes Survivors in your TR scream and reveal their locations with... a 30 second cooldown. At worst it's 60 seconds because you get all the screams right at the start, and either way you don't even get the heads up that it'll happen the way you do with Doctor's static blast having an audible charge up.
Why give *every killer* the thing that kept Doctor interesting in a time of Made For This? There's nothing left of him now, with MFT tearing his chase to shreds and BHVR giving away Static Blast like it's candy.
I just don't get it.

For what it's worth, I think another Xenomorph perk, Rapid Brutality, might make a nice choice for the Doctor in particular.
You gain a haste buff for 10 seconds after a basic attack in exchange for no longer being able to get bloodlust.
Doc is an M1 killer so every hit is a boost and if you make frequent use of Shock Therapy in chase not having bloodlust isn't really a loss.
Alien Instinct may also offer value since Doctor can make unique use out of Oblivious effects (Static Blast hits Oblivious Survivors). Hook someone, go where Alien Instinct revealed a Survivor, use Static Blast to pinpoint their location and add Madness to them and anyone else nearby.
Ultimate Weapon may be useful in Whispers kind of way (tells you if someone is within a certain range of you) but probably isn't a good fit for Doctor otherwise. I'm not sure how good it would be generally unless paired with things like Iron Maiden or Darkness Revealed, or used with a killer that regularly interacts with lockers anyway. And two of them (Huntress and Trickster) have lullabies and (I think?) smaller than normal terror radii while the third (Dredge) regularly makes itself Undetectable (though that might make a fun, nasty surprise to use activate in Nightfall and force a scream as you come out of it...)
