What considered a rushed action?

many perks like lithe and the new lightfooted have an up or down side for using a rushed action.

Does a medium vault count as a rushed action on pallets and windows?

    Fast Vault, Medium Vaults and Fast Pallets for the Light-footed perk

    I dont know if quick and quiet would Prevent this from deactivating lightfooted, it would make sense if it did because of im all ears does get trumped by it
