Can't progress tome 16 part 2

Description of problem :
I've got to the epilogue of tome 16 part 2 and it won't allow me to unlock part 3. I click on it and it does the animation but doesn't allow me to go any further, never had this issue before in any tome.
Steps to recreate:
Get to tome 16 part 2 epilogue on steam?
How often does this occur:
First time its ever happened
