Ok, this might be too late for this, but here is my take of how to make the perk better and not OP.
Rapid brutality- After hitting a survivor with a basic attack this perk activates. After 3 seconds you gain a Haste effect of 5% for 15 seconds.
You cannot gain bloodlust while this perk is activated.
