New Killer idea with Perks.
I thought I would come up with a killer of my own as a suggestion. The killer is called The Shadow and his ability is called The Shadow's Curse. This involves AI so this most likely won't happen because it's AI, but just a suggestion.
Power: The Shadow can maintain 4 copies of himself which act as a normal killer with a normal terror radius and the red stain. The copies will go around hunting survivors and hit them once and prevents them from healing for 60 seconds so they and the shadow can no longer be used, but if a shadow fails to find a survivor within a certain amount of time or fails a chase then the copy returns to the killer and can be used 1 more time.
Perks: Reveal: when you are outside of a 40/36/28 meter range of a hooked survivor the rescuer's aura is revealed to you for 15/20/25 seconds and when they are within a 20 meter range of another survivor they reveal those survivors as well.
Lurker: When you hook a survivor see the aura's of survivors within a 20/30/36 meter range of the hook (does not work with BBQ&C if you put those two perks together then only BBQ&C will work)
Halt: After hooking a survivor all generator's cannot be progressed until the survivor is unhooked or dies and if the killer is within a 26 meter range of the hook then all gens receive double the progression speed (this is to punish anyone who abuses this perk and camps to stop progression) or if that's too OP then all gen progression is stopped for 60/80/90 seconds.
I would like to see you're ideas on this killer and the perks and improve on mine so feel free to improve on this. I was too lazy to come up with add-ons lol.

reveal paired with make your choice would be a nightmare.
even though you said bbq and lurker can't be played together, they probably wouldn't have a perk that close to an existing perk.
halt seems promising but what you proposed seems op, maybe while someone is hooked, all survivors have a repair and heal penalty of 20%. pair that with thanatophobia and it'd be cool
the killer itself is a neat idea but, like you said, I don't think the AI would be doable0
